So what? He is either (A) Conning you/others (i.e. trolling) or (B) A
misguided twit. Always hard to tell the difference on usenet since the
(A) group are invariably also twits (though not necessarily misguided,
mostly they are just assholes). In either case what he is promoting
won't make a fig of a difference since he doesn't matter.

Probably both of the above. I don't think anyone seriously believes
that his scheme will do anything. However, it is cleverly designed so
that it appears to reform Usenet and actually would (if adopted, which
it never will be) guarantee that existing abuses would be protected.
