The answer is a definite YES, NO, MAYBE, AND IT DEPENDS.
For small jobs that are a real no brainer to a licensed electrician, permits
are optional. For new construction or remodeling, they protect you when you
sell. If they are going to R&R a ceiling fan, then they wouldn't get a
permit.
Check with your building department, because it is you who will be called on
the carpet later if anything is not right.
