What kind of adhesive should be used to adhere new valcro to sanding
pads with worn valcro.

I have tried contact cement with no success. Buying new valcro backing
pads at $3.95 each can get expensive in a hurry. I have the valcro in
sheets, but can't get it to stay fastened to the holder.

===Talk about customer service. 3M support called me unbidden and we
talked over the situation. He advised that 3M Super 77 would be his
recommendation. 77 will hold up to 120 degrees F. Super 80 or 90 makes for
a more "permanent" hold up to 160 degrees F. As to cleaning up the surface
after use, he recommended two Adhesive Removers, one of that name and the
other is Citrus based. Both are water based, with the citrus based leaving
less residue. Hope this helps.
