No he didn't. Get your facts straight. He voted to give the President
authority to do so. Many people who voted in favor expected Bush to have a
little more discretion. Or maybe they really didn't, but knew they couldn't
act fast enough if the situation demanded it. Only, the situation never
demanded it. . .
