"Best" for what?

Is the new home of wood stud construction?

Fiberglass is widely used in new construction, easy to put up while
the walls are open. Blown is a way to retrofit insulation into closed
walls, why use it if the walls are open, what with the concerns over
whether you are geting a good fill around wires, etc.

Foam - panels? Are you gonna have to fit them between the studs, or
are you running them over the outside of the house? What's your
outside finish, do you have to nail thru the foam?

Fiberglass is so widely used for a reason. Do you have a reason NOT
to use it?

(If "new home" is not wood frame with otherwise unused wall cavity -
