Default Rudd AC Unit not working as expected.

Hi:

My RUDD a/c unit for my house has not been working as expected. I live
in South Florida where we use a/c throughout the year. What I have
noticed that the unit turns off by its self and does not turn back on.
I have noticed that it is a little warm when I put my hands on the unit
near the duct work. There is a circuit breaker on the unit so for
grins, I shut it to off and about 10 minutes later I'll turn it back
on and the unit will start. Then it will cycle off again. I have a
noticed, what it seems to be a slight frost built up in the copper coil
in the unit. I looked underneath the unit to inspect the coils; there
were cold and wet, is that normal? I'm hopping that the coils are
just dirty and needs to be cleaned so that freon is not building up,
correct? The outside unit which I think its called the air compressor
is working (only works when the inside unit is working, obviously). The
copper coil in the outside unit does have frost accumulation. So, what
is this an indication of: low freon or the inside coils needs to be
cleaned.? Can somebody recommend a good way to clean the coils, thanks
in advance and please offer some tips.
