MM, well, the wreck doesn't have a charter (or even a real FAQ) so when
it comes right down to it there aren't any rules, least not anything you
can quote when placing a complaint to an ISP, which largely rules out
abuse complaints outside of the ISP's TOS, which is often couched in
terms of the newsgroup charter....you begin to see the issue. The OP is
a good poster and deserves a little leeway anyway.

Short story: Against Usenet convention, yes, rules, no.
