I have a similar problem - except I cannot shut off the water at my
shutoff (I have to use a meter key on the city side). Two different
plumbers advised me that trying to replace the valve might lead to
wholesale pipe replacement because my pipe is galvanized and very old.
They both advised me not to attempt to fix the shutoff unless I was
willing to allow the job to escalate considerably (re piping).

So you might want to consider the age, type of pipe and condition before
you get in over your head.

If the pipe is contemporary copper etc. it would be much easier to fix.
