You've got an open circuit somewhere...turn OFF the juice at the sub-panel,
then inspect physically in the receptacle box. An open circuit won't throw
your breaker; a short circuit will.
This SHOULD be simple, but there is likely more than one problem at hand.
That tells me you need a helper on the site. Do you have a voltmeter?
