She couldn't/ wouldn't identify herself, spoke in a foreign language, and was
demonstrably irrational. Immigration detention seems logical. The above
description fits most of the current detainees.

No - its obviously simple SNAFU.
You suggesting she was detained with deliberate maliciousness - malice

It was the inefficiency of an underfunded gov't agency - simple as that.
