Headlights don't have to be used during the day.

And licences are about accountability. The show that
you have the minimum level of skill to use the public
roads without endangering others - and if you do
cause an accident, the state steps in as the licensing
agency, and makes the person who caused the crash
accountable, financially.

You note that in this case, the issue is that the
roadways are *shared* resources, and the laws and
rules are about keeping a driver from harming
another road user.

This is fundamentally different than the helmet/seatbelt
issue. Not wearing a seatbelt does not cause others
to be injured.

Running red lights, does.
