Appears to be a drill press with parts missing. I believe there is supposed
to be a ratchet mechanism on the top "gear" which would advance each time
the "crank" was turned.
I have what I was told was a blacksmiths' drill press like this but on a
column and with the ratcheting mechanism and also a hand crank to one side
(without the large handwheel). My kids all developed quite a bit of upper
body strength on that thing.
