I'm about 98 percent sure this thing is a drill press used for drilling
accurately aligned holes in wagon tongues and that sort of thing. It is
sort of a special case of a blacksmith's post drill, probably late 19th
century. The crank on the side turns the bit. The big wheel is a flywheel.
There are a few parts missing. You will notice on the top of the small
wheel a ring of notches or teeth. There should be a pawl on the end of a
lever which engages them, the other end of the lever rides against a cam
which turns the wheel, advancing the lead screw and providing a "power"
downfeed.
