Try the soaking method as another poster suggested. You may want to
add some household ammonia to the soaking water. If that doesn't work
try removing the old paint by mechanical means. Lava soap, Comet or
Ajax, steel wool, or a round wire brush chucked in a drill (try to be
somewhat gentle here) or finishing sander.
