PP is not needed for the dropped kerb per se. It might be needed, and the
consent of the LA as landowner and highway authority would be needed, to
create a new vehicular access to your land across the pavement.

Many LAs will do a dropped kerb at a subsidised price if it's to provide
access for a wheelchair user.
