Depends on what it's doing. Does it make any kind of noise or does it just sit
there?

Sits there; silently. DVD does NOT spin at all.

Most of the time, though, especially with real low end turkeys like the crap
from Apex, Mintek, Norcent, Coby, or the like, the optical pickup suffers a
failure that keeps it from reading a disc reliably, if at all.

I'd thought it was pickup issues, but since it never moves; my next guess
was the "DVD present" detector that starts the motor...
