If a manhole surcharges (overflows) frequently, it is usually a sign of
trouble downstream - either a broken pipe or tree roots penetrating into the
pipe. Solid matter gets stuck on the obstacle, and nothing can get past.

You need to get everyone who is served by this private sewer to agree to
share the cost of investigating and repairing it. There are lots of
specialist drain companies around who will first send a remotely controlled
camera down the pipe to look for breaks and roots. Depending on what they
find, they may need to dig a hole to effect a repair or repair it by other
means. Minor breaks can be repaired by inserting a plastic lining into a
section of pipe. Remote control cutting machines can chop out tree roots.

Unfortunately, all these things are fairly expensive. Have a look at your
household insurance - you may find that it covers this sort of thing.
