37 and three eighths inches from the top of the baseboard. But seriously
there is no standard. There is aesthetics. What "look" are you trying to
achieve? Make the tall ceiling look shorter, even taller? Light color
over dark, or vice versa? Simulate wainscoting without the chair rail?
