It turns out the buyer is a electrition (hence the panel!) - the

raised this obvious potential conflict of interest to my agent and she
was shocked to discover the relationship.

What conflict of interest? Normally contracts are worded so that the
buyer has a right to bring in anybody they want to help with the
inspection, or to do it all themselves, if they want. It's also
completely up to the buyer to decide what constitutes a "satisfactory"
inspection. If they decide to walk, or you decide you don't want to
pay for all the work they want done, the deal is off. It's that simple.
