If the pictures are snowy, check that the cable feed, and cable signal
getting to the set is good.

If the pictures are still snowy, it is possible that there is an AGC
fault, or that the RF amplfier in the tuner section is defective. This
can be from a component failure, or a cold solder connection
somewhere.

Actually, it changes channels, the picture is really fuzy. If he uses his
VCR to select channels, the picture is fine. PIP works ok as well. I'm not
sure if the VCR goes into the tuner or the video inputs. He said that
shortly before this there was a storm and the next day, the cable people
were out driving a ground stake into the ground by one of the poles.

Any ideas what to look for? Chassis is CTC187BD2.
