unfortunately, this sort of problem is rarely easy to put down to
visibly defective components. In fact on every set with this sort of
symptom i have worked on, the caps (and many other components for that
matter)all *looked* Ok but when tested had high ESR, etc.

You will need to check the HOT and measure the output voltage rails
from the power supply to check all is in spec.
Set could be in protect mode due to shorted HOT, Vertical...who knows?
