Bob,
It is possible to "siphon" or "pump" or simply "drain" fuel oil out of
an aboveground tank. It would be advisable that you follow the piping
that goes away from your tank to your heater and look for fuel oil
signs on the ground or that fuel oil odor.

Do you have any neighbor kids who have "diesel" powered equipment?
They may be stealing it from you...fuel oil is diesel fuel without the
highway tax.
