What the heck is 'professional use'? What professional qualifications
mean you're permitted to use 'real' creosote? I suspect that the only
qualification actually required is the need/ability to buy it in large
quantities.

Professional = You get paid for doing it, it's what pays your bills

This seems to be a common confusion. "Professional" says nothing about
quality or qualifications, just that it's what you do as your job.
