If the problem is gradual, it is more than likely some bad caps in the
vertical deflection circuit. An ESR meter is required to test these, or just
replacing all of them would be also not a bad idea in a set this old.

If you do an ESR test of all the caps on this type of set at this age, you
will find many caps that are starting to go high in their ESR rating.
