Give a man a fish and he can eat for a day, and you can build a really
big bureaucracy that sucks up taxpayer money for "administration
costs" and gives that fellow 1/5 a fish each day thereafter.

Which works right up until all those who know how to fish a) quit or b)
retire/die. And then there is no source of fish to distribute. Running a
"free government money" program is like running any other scam. You have to
let the mark regrow his skin before you can skin him again.

As we used to say, if the Soviets were to take over the Sahara, nothing
