In major cities across the USA, garbage pickup has switched from
alleys to street pickup. The property has been given back to the
adjacent owners except for the utility easements that always exist.
The original easement on the property site you describe was a
reflection of the principle that an owner's land cannot be allowed to
be landlocked. Since the easement is no longer I'm not sure it could
be used by the public at large. However, it should not be a problem to
have the zoning board alter it.
