Actually the rule of thumb is close to 2/3's of the thickness of the
bottom piece plus the thickness of the top piece.

1" on to 2", use a 2.25 ~ 2.5" screw.

In normal measurements where the 1x is 3/4" and the 2x is 1.5" use a
1.75" screw.
