without voters requesting them, they used their registered voter list.

The Secretary of State mailed ballot _applications_ to all registered
voters
for the August (local) and November elections. Applications, not
ballots.

Michigan allows election-day registration. Perhaps 66K citizens availed
themselves
of that opportunity.
