It cant be because he specifically mentions active
and neutral, so must be talking about the AC mains.

it will be the volts in minus the .6v in each conducting diode one
assumes, indeed if you are using dc and only using the bridge so you can
connect any old dc any way around, you don't need the capacitor at all.
