Shoot, that's an easy one to answer.

The $40k guy subsidizes urban mass transit so the users of that mass
transit will be happy where they are and not attempt to move to flyover
country in search of a place where they can afford to own a car.

It is interesting that as much as the democrats like to bitch about it
the places with the worst income inequality are dark blue. Down state
NY, Boston, Chicago, LA, the Bay Area and Silicon Valley jump to mind.
