You cannot draw any conclusions from a single visit on a single highway.

I drove through Nashville in the early 1980s on the freeway and it was
so crowded you'd be lucky to go 40mph.

That is true at times in any big city. In DC 95 (and x95) are just
another road.
It is much better down here. You can usually scream through St Pete on
275 but you do get jammed up in Tampa at rush hour east of the rt
60/TPA airport turn off. Fortunately I get off there when I am going
that way.
Florida seems to be better about adding extra lanes before there is a
crisis, at least in the red counties. Over on the South East coast
I-95 is a parking lot for most of the day. They are squandering
billions on a train that will never be high speed and accounts for
more than half of the railway deaths in Florida.
It is what happens when you have stupid people with a dream who forget
this is a surface track with hundreds of grade crossings that runs
through neighborhoods. Most of the pedestrian deaths are not at grade
crossings. People got used to 15 MPH freight trains and think they can
make it when they get hit by a 50 MPH "bullet train". They can't go
much faster than that so it isn't really high speed.
