That amendment can be changed as a bad idea just as the one that
abolished the alcohol drinks, then later changed.

The requirement I am thinking of is not a special tax to vote, but the
right to vote by paying into the system.


How is that not a poll tax?

Why should someone that does
not pay into the system have a right to say where the money goes ?


Because they also live in the same country that you do, and
have the same right to say how it is run.
