Well I guess you could terminate int under the floor so there would be no
box there at all, that would look tidier and still allow a heater there if
in the future you wanted one.

Switch off circuit. Open faceplate of unwanted heater. Disconnect cable to
heater. Replace faceplate. Switch circuit back on. Remover unwanted
heater.
