Default Strange cistern fill

Sounds like the fill is causing a wave motion in the cistern which in turn oscillates the ball cock up and down hence the short bursts of on/off fill. When this happened to me it turned out the ball cock had twisted out of vertical. Unless you can see a more obvious fault I would try to reduce the flow through the ball cock.

Agreed on the cause - but why now? Changed water pressure? If you can,
turn off the water supply, flush and feel if slowly lifting and lowering
the ballcock feels crunchy and if the high-point feels other than firm.
Could just need a clean-up of the valve and arm pivot pin and/or new
or flipped-over washer.
