Not neceesarily. They are entitled to poll watchers in every precinct,
but it's possible they didn't find enough to do every precinct, or
someone agrees to do it and doesn't show up, because of sickness or a
hot date.

It can even be hard to find election judges because it takes a whole day
and they don't get paid much. It's mostly retired people now, or at
least those who don't have to be at work 8 hours and don't work for the
government (because most government offices are closed on election day).
And they get older, and the virus made fewer people willing to meet
strangers all day long.

Back to poll watchers. They get paid even less, often nothing. Afaik,
in practice they did have the allowed number of pollwatchers in every
precinct in the country. I don't

Yep.

They run sample ballots through the machine first thing
in the morning and check that they are counted correctly.
The poll watcher verifies the sample count.

That doesn't stop the voting machines being rigged
and not doing the faking during that machine check.

That's what the diesel engine controls did, operated
differently when the emissions were being checked.

They can also recount all the ballots after polls close.
Again, poll watchers for both sides are there for that.

Doestnt stop those handling mail in ballots from being
selective about which ones are processed or from fake
mail in ballots from those who didn't bother to vote.
