Isn't the "potential risk" the same reason people make decisions to wear
masks and/or social distance?

I think if it's a good enough reason for people to make decisions to
wear ineffective masks, it's also a good enough reason to WAIT to take
an untested vaccine until enough guinea pigs have produced the vast
majority of negative side effects.
