For AC charging the car's on-board charger is in control, limited by how
many amps the EVSE will provide.

But for fast DC charging, AIUI the external charger is connected (maybe
via a contactor?) to the car's battery, there is communication where
presumably the car lets the charger know what voltage represents full
and what's the max current it can handle?
