Scroll down to Figure 2. Drug arrests do not imply imprisonment. In fact
California is on the high end of the arrest rate scale and on the low
end of the imprisonment.

Without the numbers behind the maps Wyoming looks like the place where
you really don't want to get busted.

As a side note, this state has had medical marijuana for several years
and just voted to legalize it completely in the recent election. It
should also be noted it went Republican from top to bottom. The
Democratic governor tried to trade up to the US Senate and lost. The
Democratic Lt. Governor failed to get his boss's job. The Democratic US
Representative candidate got trounced, the AG, the Treasurer, and so on
and so forth. Draw your own conclusions.
