and 30%. At the same time there were MASSIVE shortages of masks for
first responders and care-givers. At this point in time it was not
known that spread was very heavily weighted to "aerosol" and "droplet"
spread through the air.

The new recommendations to wear masks are based on this new knowlege
and the fact that supplies or, particularly non surgical/ non medical
masks, are reaching non-critical levels. The wearing of masks is now
recommended NOT for protecting the wearer, but preventing the spread
by disrupting droplets and aerosols from potentioally infected persons
to others. A mask is STILL only less than 30% effective at protecting
the wearer (the numbers for most masks in use today are less than 17%)
but the effectiveness at preventing SPREAD is significantly higher -
reducing the spread in close quarter
