Of course you can, here's one of my win10 pinging another win10

Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 3ms, Maximum = 9ms, Average = 4ms

but if yours can't it's likely because there's a firewall blocking it.
