I didn't realize authorities could do such a thing, freedom of
assembly and all that. It would be one thing for McDonald's or
Starbucks to do it on their own, of course.


It's all in those declarations of emergency. It gives the various authorities
broad powers. So far the only part of that I see Trump using is access to
$50 bil in funding. Even today what Trump said they recommend people should
do, AFAIK does not mean they have to, it has no force of law behind it.
