I've been watching some of those "live" cop shows lately. They
pull someone over for a traffic violation and might be in a life and
death situation seconds later. The dopers race off in their cars or
just start a foot race. It's not super odd that the dopers are armed.
The cops seem to let a lot go if the dopers cooperate and aren't
selling. "Go get help" they say. Sometimes the cops offer help.
