Yes, it's not charity. Especially as the 'charity' probably doesn't
actually benefit its supposed recipients, but rather 'lobbies' the
government for tax money, or even just 'raises awareness' of a (probably
political) issue.

If you give money directly to an alkie at least you know what it's going on.
