million figure especially with so much contemporary publicity saying
that the figure was a lie?

It wasn't so much the actual figure as the implication
that most, if not all of it would be spent on the NHS.

The bus didn't say would, it actually said could.

I saw enough clueless vox pops on TV (no doubt specially selected for
their cluelessness) to know that they had indeed swallowed the lie.

It was never a lie. At most less than the full story.
