Default how to turn off plastic mains stopcock

One needs to distinguish between :-

(1) The stopcocks fitted near where the water enters a property, which are kept in relatively benign and accessible conditions (provided that the residents have a modicum of sense), and are owned by the property owner.

(2) The stop valves fitted (usually?) in holes under the pavement (or garden?), which often have a tendency to become buried in mud, etc., and are owned by the regional water distributor.

I am hoping that "Stop Valve" is the proper term for one of the latter.

That is for residential supplies, including small blocks of flats - things might be different for larger customers.

the cold-water supply going into your home. You can use the outside stop
valve to turn your water on and off, but we recommend that you use your
inside stop valve if possible."
