Default How to plumb a towel rail

It would get heated each time the cylinder is reheated - so that is
likely to be after you have drawn off significant amounts of hot water,
like filling a bath.

Some might also configure it as an "always open" path through the system
to create a bypass.

And is it necessary today?


Not often done. Dual fuel rails are probably more common.
