Assuming 2.5 T&E with 1.5 CPE, you'd expect 0.8*1.67 = 1.3 ohms for the CPC

chance of a section of older T&E with 1mm CPC?

I would go for a loose connection unless most of the cable has a 1mm
CPC. Based on 0.8 x 2.5 = 2.
