So he'll start with those people who don't even have mains power or
water?

Whats that got to do with broadband? Several places around here don't
have mains electricity or mains water but that doesn't mean the don't
have those two services, they make their own arrangements.

Mains water only arrived here in the mid 80's, mains electricity a
little before but not much.
