Maybe a patient care lounge, wired services for beds and such.
There are some circular 3-inch sockets at socket height all over the
place, even either side of the WC. What could they be?
Whatever, the (non-) upkeep of the garden doesn't match the place. So
probably commercial use.
The state of the garden is not atypical for a let property and the house
was advertised to let in 2017.

I'm not clear what the link is between a company registered to 31
Rushdene Road and the plethora of sockets in 41 Rushdene Road. Socket
plague spread over the common phase?
