Should be enough,[1] yes, but at this point in the cirtuit - mains input
- a capacitor specifically rated as a mains filter capacitor should be
used.

[1] It isn't actually: 230 x 1.05 x 2 x 1.414 = 683V


Sorry! the EU confused me:

230 x 1.1 x 2 x 1.414 = 715V
